Infopulse in cooperation with ICT Competence Center and De Novo launches Lviv City’s Interactive Citizen Web Portal

Lviv, an unofficial capital of Western Ukraine, is one of the first cities in the country to provide electronic administrative services for its citizens.

The Lviv City Council (LCC) presents the Interactive Citizen Web Portal which will provide a simplified procedure of interacting with the city’s administration and its services.

Thus, the citizens of Lviv will no longer have to spend time waiting in a queue for ordering a service personally: they will be able to do it on the Internet and then only collect the result, for instance, a certificate from the respective institution.

The portal has been created with the joint forces of ICT Competence Center, a public organization that implements e-Government solutions in Ukraine; Infopulse, a trusted European provider of Information Technology services and solutions; and De Novo Data Center, an IT services company working on the domestic market. The cooperation made this project free for the city of Lviv.

Tymofii Aleksandronets, Deputy Director of Development Department and Head of Office of the Lviv City Council Interdepartmental Coordination, notes that the website will initially provide such services as ordering notarized copies of the Lviv City Council decrees and issuing certificates of housing queue registration.

Moreover, one will be able to order a police clearance certificate by the Ministry of Internal Affairs as well as an income certificate by the State Fiscal Service of Ukraine. The next stage of the project will consist of increasing the number of receivable services.

The portal will also enable the following electronic services of LCC: filing an electronic application, arranging an appointment with an official, paying for utility services, checking the status of an application, checking the status of a housing queue, submitting utility meter readings, registering children for childcare centers, arranging an appointment in the Center of Administrative Service Provision, to name a few.

Nowadays, it is important to not only talk, but also to accomplish specific goals. Today we are honored to jointly present Citizen Cabinet Online Portal. The citizen of Lviv or a citizen of other city can now directly contact the city via the Internet and get a certain quantity of services within the shortest time. Today it is four services. This quantity will be constantly increasing. We are the first in Ukraine to go this way and we would like our other colleagues to join us as soon as possible. Our goal is a 100 percent e-Government. Here we have a very good pace,

Tymofii Aleksandronets points out that the citizens’ identification on the Interactive Citizen Web Portal will be implemented via BankID, an innovative mechanism put into life in cooperation with a number of largest Ukrainian banks, and later via MobileID and the digital signature.

The citizens of Lviv are invited to use the portal in beta mode beginning June 15, 2015, having registered by following an appropriate link. Within two weeks, starting from June 15, 2015, the portal will be available for all of the Lviv citizens.
